Braskem Delivers AD III Psychosocial Care Center in Cidade Universitária

The facility includes overnight accommodations, welcoming community spaces, a pharmacy, and full accessibility.

Maceió, April 7, 2026 - The AD III Psychosocial Care Center (CAPS AD III), located in the Novo Jardim residential area in the Cidade Universitária neighborhood, was officially handed over by Braskem to the city of Maceió this Monday (April 6). The facility spans 694 m 2 and was designed to serve up to 45 patients per day with specialized mental health and substance use disorder services.

The CAPS AD III project followed guidelines from Brazil's Ministry of Health, with adjustments requested by the City to meet local needs. The construction is part of the initiatives outlined in the Socio-Urban Action Plan (PAS).

According to Braskem's Social Actions Manager, Raineldes Melo, the center was carefully planned and designed to meet the specific treatment and support needs of individuals facing substance use disorders or mental health challenges. "The delivery of this Center addresses one of the PAS's greatest challenges, which is connecting the projects and initiatives developed to the real needs of the population," she said.

Roseane da Silva Farias, Technical Coordinator of Psychosocial Care at the Municipal Health Department, noted that this is the first CAPS AD III facility in the upper part of the city. In addition to Cidade Universitária, it will also serve the Tabuleiro do Martins and Benedito Bentes neighborhoods. She emphasized that the unit includes short-term residential beds to assist patients experiencing crises or undergoing detoxification during their first 24 hours of care.

A Complete and Accessible Facility

The CAPS AD III includes welcoming community spaces, nursing rooms, a pharmacy and medication room, shared bedrooms with overnight accommodations, as well as administrative areas, a kitchen, and a dining hall. The unit was delivered fully equipped and furnished, with cabinets, tables, chairs, benches, armchairs, and hospital beds, along with kitchen appliances, computers, and air conditioning. The Center also features ramps, tactile flooring, and adapted spaces to ensure accessibility for people with disabilities.

For Mércia Rose Florentino dos Santos, president of the NGO Social Cidadã, having the new CAPS AD III close to home is a major achievement. Through the NGO, she distributes food and helps individuals access medical appointments and exams for treatment related to mental health conditions or substance use disorders. "I know firsthand what it's like to need this kind of care and have to travel to distant neighborhoods to find a doctor or get an exam. I have a family member struggling with substance abuse, and I see this CAPS here as a huge victory, not just for those living in Cidade Universitária, but for the surrounding communities as well," she said.

Psychosocial Care

To support the work of Maceió's Psychosocial Care Network (RAPS), the PAS also makes possible the Psychosocial Care Strengthening Project - Integra RAPS, developed in partnership with the Municipal Health Department (SMS). The initiative includes actions to enhance team training and structure work routines across the network. Professionals within RAPS, including physicians, psychologists, social workers, and others, are receiving training on topics ranging from primary care to mental health, women's health, and elderly care, as well as on improving coordination and workflow among teams.

PAS Projects

Other PAS projects have already been delivered or are currently underway in different neighborhoods of Maceió. In Cidade Universitária, a new Municipal Early Childhood Education Center (CMEI), capable of serving up to 600 children from newborn to 5 years and 11 months old, has been delivered to the City. The neighborhood will also receive additional PAS initiatives, including the construction of a Social Assistance Reference Center (CRAS).

In Bebedouro, a historic 775-square-meter (approximately 8,340-square-foot) building has been fully renovated and equipped to house the neighborhood's Social Assistance Reference Center (CRAS). The facility includes a dedicated area for Cadastro Único (CadÚnico) services and support provided through Espaço Flexal.

In Bom Parto, construction is underway on a Community Living Area featuring spaces for sports, recreation, and outdoor activities. In Ponta Grossa, construction has begun on a new Municipal Early Childhood Education Center (CMEI).

About PAS

The Socio-Urban Action Plan is outlined in the Socio-Environmental Settlement Agreement signed by Brazil's Federal Public Prosecutor's Office (MPF) and Braskem, with participation from the State Public Prosecutor's Office (MPE) and formal adherence by the City of Maceió.

PAS includes more than 40 initiatives, ranging from the construction or renovation of daycare centers, markets, public squares, and health units, to broader actions in the cultural, social, economic, and urban development fields. Some of the actions are executed by the company; others by Maceió's local government. The plan's budget, funded by the company, totals BRL 198 million and is updated annually. The PAS is organized around four main pillars: social policies and vulnerability reduction; economic activity, jobs, and income generation; urban and environmental improvement; and preservation of culture and memory.
