Cooperation Agreement

Since the geological phenomenon was detected in Maceió, Braskem has been at the authorities' disposal to find solutions for the areas impacted. The company signed four technical cooperation agreements with the Municipality of Maceió.

First Cooperation Agreement (TC1)

Signed in April 2019, TC1 centers around the Geological Service of Brazil (CPRM) recommendations. It has as its main point of attention emergency actions to mitigate the impacts of rainfall on the soil of the Pinheiro neighborhood. Braskem donated equipment for the Civil Defense's preventive monitoring work.

TC1 also includes the following actions performed by Braskem:

  • recovery of more than 20,000 meters of roads in Pinheiro;
  • inspection and fixing of the rainwater drainage system and replacement of clogged pipes;
  • installation of DGPS to monitor ground movements;
  • implementation of a meteorological station;
  • installation of a monitoring room in the Civil Defense.

Second Cooperation Agreement (TC2)

Signed in December 2019, TC2 extends the monitoring work to the Mutange and Bebedouro neighborhoods. The main goal is to expand and improve the Civil Defense's geographical monitoring and safety within neighborhoods. To this end, Braskem installed monitoring equipment in the neighborhoods and around the rock salt wells. These two networks will form one of Brazil's most sophisticated monitoring assemblies. All data collected will be sent in real-time to the Integrated Monitoring and Alert Center of the Civil Defense of Maceió (Cimadec). Both networks have:

  • 16 DGPS sensors (high-precision devices that detect movements in the soil);
  • 16 seismographs (which record systemic events);
  • 1 meteorological station.

TC2 also involves seismic surveys, donation of seismographs, and support for researchers from the Federal University of Rio Grande do Norte (UFRN) and the Federal University of Pernambuco (UFPE) to review data obtained from monitoring in more detail.

Third Cooperation Agreement (TC3)

Signed in January 2020, it assigns the Municipal Civil Defense (DCM) as responsible for all demolition orders of properties. This authority also informs property owners, condominium members and managers about the actions of removal, disfigurement or demolition adopted. According to TC3, the engagement of the companies responsible for carrying out the actions is the responsibility of Braskem. This term results from the Damage Sector Map (currently called the Map of Priority Action Lines) released by the Civil Defense in June 2019. This document shows the neighborhoods affected by cracks and submergence of ground, advising on the first measures to be taken and pointing out the areas that should be either vacated or only monitored.

Fourth Cooperation Agreement (TC4)

TC4, executed in September 2020, establishes the adoption of new measures for the population's safety. As a result, Pinheiro, Mutange, Bebedouro, and Bom Parto neighborhoods now have a Dedicated Brigade to support Civil Defense actions in emergencies, in addition to the installation of a video-monitoring system, gantries, light signals, and gates on public roads. Provided for in TC4, the Reception and Screening Center (CAT) was launched in May 2021 and serves as a support point for residents.
