Terms of Cooperation with
the Municipality of Maceió
Since the subsidence phenomenon was detected in Maceió, Braskem has made itself at the disposal of the authorities with a view to finding solutions for the areas impacted. The company signed four technical cooperation terms with the Municipality of Maceió.
First Term of Cooperation (TC1)
Signed in April 2019, it centers around the recommendations of the Geological Service of Brazil (CPRM) and has as its main point of attention emergency actions to mitigate the impacts of rainfall on the soil of the Pinheiro neighborhood. Braskem donated equipment to support the Civil Defense in its preventive monitoring efforts.
TC1 also includes the following actions performed by Braskem:
- ● Recovery of over 2,000 meters of roads in Pinheiro;
- ● Inspection and fixing of the rainwater drainage system, including the replacement of obstructed pipes;
- ● Deployment of DGPS for ground movement monitoring;
- ● Establishment of a meteorological station;
- ● Installation of a monitoring facility within the Civil Defense Department.
Second Term of Cooperation (TC2)
Signed in December 2019, it extends the monitoring work to the Mutange and Bebedouro neighborhoods. It primarily aims to expand and improve the Civil Defense's geographical monitoring and the safety of neighborhoods.
To this end, Braskem installed state-of-the-art monitoring equipment in neighborhoods and near salt wells, establishing one of the most advanced monitoring systems in the country. All collected data is transmitted in real-time to the Maceió Civil Defense Integrated Monitoring and Alert Center (Cimadec). Both networks have:
- ● 16 DGPS sensors (high-precision devices that detect ground movements);
- ● 16 seismographs (for seismic events recording);
- ● 1 weather station.
TC2 also involves seismic surveys, donation of seismographs, and support for researchers from the Federal University of Rio Grande do Norte (UFRN) and the Federal University of Pernambuco (UFPE) to further review data obtained from monitoring.
Third Term of Cooperation (TC3)
Signed in January 2020, it assigns the Municipal Civil Defense (DCM) as responsible for all demolition orders of properties. This authority is also in charge of informing property owners, condominium members, and managers about the actions of removal, disfigurement, or demolition adopted. Also, according to TC3, the engagement of the companies responsible for the initiatives is under the Braskem’s responsibility.
This term is a result of the Damage Sector Map (currently the Map of Priority Action Lines) released by the Civil Defense in June 2019. This document shows the neighborhoods affected by cracks and ground sinking, advising on the first measures to be taken, and pointing out the areas that should be either vacated or only monitored.
Fourth Term of Cooperation (TC4)
Executed in September 2020, it establishes the adoption of new measures for the population's safety.
As a result, Pinheiro, Mutange, Bebedouro, and Bom Parto neighborhoods now have a Dedicated Brigade to support Civil Defense actions for emergencies, in addition to a video-monitoring system, gantries, light signals, and gates on public roads.
Provided for in TC4, the Reception and Screening Center (CAT) was launched in May 2021 and serves as a support point for residents.
